Health Insurance Information Counseling and Assistance Program (HIICAP)

Overview

Health Insurance Information Counseling and Assistance Program (HIICAP) is the New York State Health Insurance Counseling and Assistance Program. HIICAP Counselors offer free information, confidential counseling, and assistance to help solve medical coverage problems. HIICAP is available for Medicare beneficiaries and their families regarding Medicare, Medigap, and other long-term care insurance. Counselors are available to help explain medical benefits and coverage; review Medicare supplemental insurance and long-term care insurance; and make appropriate referrals for Medicaid, Medicaid buy-in, and other related benefits. Assistance is also available to help process doctor and hospital bills, prepare health insurance claims and file Medicare appeals. Counseling Centers are located at the following:

Elderly Pharmaceutical Insurance Coverage (EPIC)

The Elderly Pharmaceutical Insurance Coverage (EPIC) Program is a New York State program that provides seniors with co-pay assistance for Medicare Part D covered prescription drugs while members are in their coverage gap (donut hole). EPIC also covers the Medicare Part D excluded drugs purchased in the coverage gap. EPIC co-payments are $3-$20 depending on the cost of the drug.

The program is free and there are no fees or deductibles. You can join if you are a resident of New York State, 65 or older with an annual income up to $35,000 if single or $50,000 if married and an eligible senior with Medicaid spend down not receiving full Medicaid benefits.
