Governmental Policy & Liaison Committee (GP&L)
The Herkimer-Oneida Counties Governmental Policy & Liaison Committee (GP&L), designated by the governor of New York, serves as the Metropolitan Planning Organization (MPO) for the Oneida-Herkimer Counties area. As the MPO, the GP&L continues to be responsible, in cooperation with the State and transit operators, for carrying out the transportation process as it relates to the use of federal transportation funds.
Transportation Planning Committee (TPC)
The Transportation Planning Committee (TPC) is a body subsidiary to the GP&L committee. The GP&L has delegated to the TPC the responsibility of overseeing the progress of work tasks, of reviewing reports and documents on transportation issues, and providing the GP&L with recommendations and sound technical advice on transportation related subjects..
Transportation Coordination Committee (TCC)
The HOCTC TCC was formed in 2007 under the federal requirement of SAFETEA-LU to help develop the 2008 Coordinated Public Transit-Human Services Transportation Plan for Herkimer and Oneida Counties. Its members include public and private transportation providers, not-for-profit transportation providers, human service providers, governmental social service agencies, transportation planning agencies, the general public, and other stakeholders. The TCC is a formal platform to brainstorm solutions and projects to address identified transportation needs and barriers in a coordinated planning effort. There is a need for more transportation coordination and options, more transportation-related partnerships, and cost-cutting measures in the delivery of transportation services for customers.
