HUD Lead Hazard Control Grant Property Owner Seminars

Who should attend: Anyone owning rental or owner-occupied property in the City of Utica’s high risk designated area whose pre-1978 housing units are in need of repair with children under the age of six, or occupied by pregnant women, or who have plans to rent to families with young children.

This seminar is conducted by representatives of the City of Utica, the Oneida County Health Department’s Lead Primary Prevention Team, and GroWest, Inc.

Topics covered include:

• Pre-eligibility requirements for the HUD grant
• Extent of the lead poisoning problem
• How the grant process works and what rehabilitation work may be covered under the grant
• Application process
• Onsite assistance with applications by GroWest, Inc. intake staff
• How to borrow a free HEPA vacuum
• Lead primary prevention services for families with children under age 6

Window Replacement Seminars

This class is designed for the “Do-it-yourselfer” who wants to learn how to replace their old windows using safe work practices. Classes are limited to 8 students and are hands-on.

Who should attend: Anyone owning rental or owner-occupied housing in the City of Utica’s high risk designated areas of Cornhill and West Utica who wants to replace their windows.

Owners completing the class may opt to purchase windows ‘at cost’ through the program or may obtain onsite technical assistance at their property address for an hourly fee. Those completing the program and purchasing windows may obtain free dust wipe sampling before and after the windows are replaced to insure safe lead dust levels after clean up.

Cost: FREE, a $25.00 deposit is required to hold your slot, it will be refunded to you on the day you attend your scheduled class.

• Preparation of rooms and units to reduce lead dust spread
• Occupant/pet safety during renovations

• How to obtain free dust sampling when you complete work

Lead Safe Work Practice Classes

8 hour Lead-Safe Work Practice Course provides basic level training in lead-safe work practices for contractors or Do-it-yourselfers who wish to work with lead-based paints in pre-1978 housing. Class is open to all Oneida County residents, or outside Oneida County persons if space is available.
