Overview

HEAP is a federally funded program designed to assist low to middle income families and individuals in meeting the costs of home energy. This season HEAP opened for regular benefits on November 1, 2022. The Utica Social Services office, located at 800 Park Ave, or the Rome Social Services office, located at 300 W. Dominick Street, accept HEAP applications in person. Applications can also be submitted electronically through myBenefits or by mail or fax; Utica (315) 798-6474 or Rome (315) 356-2840. Many applicants may be eligible for a telephone interview. There are outreach services available from Office for the Aging (315) 798-5456 and Mohawk Valley Community Action (315) 339-2549 at local sites. Outreach workers may be able to do home visits for the disabled

Those in receipt of SNAP or Public Assistance may be issued an automatic regular payment directly to their heating vendor.

All emergency situations are handled directly by the HEAP office in the Social Services Department.

You will be required to provide supporting documentation. The following is a partial list of possible required information:

  • ID
  • Birth Certificates
  • Marriage Certificate
  • Valid Social Security 
  • Shelter Expenses
  • Proof of Income
  • Proof of Resources 

The federally funded program awards benefits based on income guidelines. For 2020 - 2021, the maximum allowable income guidelines are as follows.
