Home Energy Assistance Program (HEAP)

HEAP is a federally funded program designed to assist low to middle income families and individuals in meeting the costs of home energy. This season HEAP will open for regular benefits on November 14, 2016.  The emergency component will open January 3, 2017.  Both the regular and emergency components are scheduled to close March 15, 2017 (subject to funding availability.  The Utica Social Services office, located at 800 Park Ave, or the Rome Social Services office, located at 300 W. Dominick Street accept HEAP applications electronically through myBenefits, in person, by mail or fax (Utica (315) 798-6474 or Rome (315) 338-0293).  Many applicants may be eligible for a telephone interview. There are outreach services available from Office for the Aging (315) 798-5770 and Mohawk Valley Community Action (315) 339-2549 at local sites. Outreach workers may be able to do home visits for the disabled

Those in receipt of SNAP or Public Assistance may be issued an automatic regular payment directly to their heating vendor.

All emergency situations are handled directly by the HEAP office in the Social Services Department.

You will be required to provide supporting documentation. The following is a partial list of possible required information:

  • ID
  • birth certificates
  • marriage certificate
  • social security cards
  • shelter expenses
  • proof of income -last 4 weeks, 2 if biweekly
  • proof of resources (emergency HEAP only) such as: bank accounts, stocks, bonds etc.

The federally funded program awards benefits based on income guidelines. For 2017 - 2018, the maximum allowable income guidelines are as follows:
